Summary of Meeting:
On 23 April 2008 Afcea Chapter The Hague
organized its ICT Matinée at the Military Intelligence and Security Service
(MIVD) of the Netherlands Armed Forces.
Chapter Vice-President, Air Commodore (ret) RNLAF Gerrit Schoonderbeek opened
the Matinée and told the audience that the next Chapter Meeting will take place
on 11 June 2008 at Airbase Soesterberg, the Netherlands. The topic of that
meeting will be SatCom and it will be organized in co-operation with the Netherlands
Defence Manufacturers Association (NIDV). He then gave the
floor to the main speaker of the day: Captain RNLA Rob van Nuland, Senior
Inspector at the Military Intelligence and Security Service/ Bureau for
Industrial Security.
Captain van Nuland started his presentation with a number of examples of
security incidents, that took place over the last few months and then informed
the members about the ABDO (General Security Requirements for Defense Orders).
Next he introduced his Organization and referred to the Dutch Law on
Intelligence and Security. By this Law, both the General (Civilian) Intelligence
and Security Service as well as the Military Intelligence and Security Service
were established.
The main areas of interest for the MIVD are Sabotage, Espionage, Subversion and
Terrorism. It turned out that there are over 500 Companies (including sub-contractors)
involved in Defense Projects; roughly 200 Companies are active for NATO and the
Ministry of Economic Affairs, 25 are working for ESA/EU/NBV and about 70
Companies are working in the field of Aerial Photography. This means that the
MIVD has to cover/screen, etc. over
18.000 so-called “trusted Officials”.
In the area of Industrial Espionage the main emphasis is on Information Systems
(26%), Aeronautic Systems (18%) and Sensors & Lasers (17%). As Modus Operandi, Captain van Nuland
mentioned amongst others: Open Sources (80%), Requests for Information (40%),
Solicitation and Marketing (17%), Acquisition of Technology ( 13%) and a new
Phenomenon: Joint Ventures (1%)! To counter these threats, following measures can be

Captain van Nuland ended his presentation with
an explanation of Security Awareness Programs and indicated that full management
involvement is of absolute importance. The ICT Matinée was concluded with the
traditional luncheon.
