Summary of Meeting:
On 24 October 2008 Afcea Chapter The Hague held its autumn meeting at NATO Headquarters in Brussels, Belgium. The event was co-organized with the Command & Control Panel of the Netherlands Association for Security and Defense Industries (NIDV).
Chapter President, Rear Admiral LH RNLN (ret) Willem Voogt opened the meeting and welcomed all participants. He - at the same time - informed the Afcea Charter members that the Annual Dinner meeting in December 2008 is not yet confirmed. More information to follow in due time.
He then introduced the first speaker of the day: His Excellency Ambassador Maurits Jochems, Deputy Assistant Secretary-General for Operations at NATO HQ. Mr. Jochems briefed the audience on his experience and insights of Afghanistan, where he served for half a year as the NATO Ambassador at ISAF HQ. In particular, he addressed the three main tasks of NATO forces in Afghanistan: Security (Police and Justice); Governance and Development (Long term commitment, More Afghan ownership, Comprehensive approach and the Regional factor).
The second speaker, Mr. Eric Povel from the
NATO Public Diplomacy Division, highlighted the six main tasks of NATO:
1. Collective Defense (Article V) (For the first time ever evoked on 12
September 2001!!)
2. Internal Pacifier
3. Security & Military Co-operation/Partnerships
4. Crisis Management/Peace Keeping (Since 2002 no regional boundaries, but
worldwide)
5. Collective Security/ Comprehensive Approach
6. Standardization
Mr. Folkert Joustra, Infrastructure Advisor at the Netherlands Permanent Representative to NATO, discussed the Infrastructure Committee (IC) and other financial Committees like the Military Budget Committee (MBC) and the Civil Budget Committee (CBC). He also reminded the audience that NATO (now) has also adopted a “Best Value” approach for its contracts, where Price and Selection Criteria are balanced to select a contractor.
The next speaker, Commander RNLN Peter Adegeest, C³ Advisor to the Netherlands Military Representative, presented an overview of the NATO Bi-SC Automated Information System (AIS). After a short introduction, he looked at the project from a technical and a programmatic view, followed by a discussion on management aspects, the Situational Awareness Evolution and some Project Risks.
The last speaker of the day was Mr. Alain Klein, Deputy Director ICT at the New NATO HQ Project Office. After a short introduction, Mr. Klein provided detailed project background and discussed the ICT Architecture of the new Headquarters and some ICT projects. He noted that the new Headquarters is expected to be operational in 2015. Originally it was foreseen, that the Belgium part of the NC3A would join NATO in the new HQ, but due to unforeseen growth of the number of personnel to work at the new HQ, the recently constructed building for NC3A (Bâtiment Z) will also in future be used by the NC3A.
This very successful NATO Event of Chapter The Hague was concluded with drinks and a buffet, kindly sponsored by the NATO Permanent Representative of the Netherlands, Ambassador Herman Schaper.
